Abstract

Under the national strategy of accelerating the cultivation of new quality productive forces, Hainan Free Trade Port (FTP) has included traditional Chinese medicine (TCM) services in its newly encouraged industry catalog. Leveraging its unique natural advantages as a
"natural pharmacy" and the "hometown of southern Chinese herbs, " Hainan provides distinctive support for innovation and entrepreneurship
(I&E) education in Chinese materia medica programs. Currently, I&E education for such programs at Hainan universities faces challenges
such as fragmented knowledge systems and a lack of evaluation and monitoring mechanisms, making it difficult to meet the demand for innovative TCM talents driven by new quality productive forces. Based on the PDCA cycle theory and drawing on practical experiences from
Hainan universities, this paper explores an I&E education pathway for Chinese materia medica majors aligned with the development of new
quality productive forces. It focuses on five dimensions: goal setting, institutional construction, collaborative implementation, diversified
evaluation, and closed-loop improvement. This study aims to cultivate high-quality innovative talents to support the high-quality development
of Hainan FTP's TCM industry, while offering a replicable practical model for similar universities nationwide.
