Abstract


In recent years, with the high-quality and rapid development of higher education, the output of university-based scientific and
technological achievements has increased year by year, yet the relative transformation rate remains relatively low. This article examines the
current issues in the process of university-based scientific and technological achievement transformation and transfer from the perspective of
university management and services. It proposes optimization strategies in four key areas: improving relevant systems, streamlining transformation mechanisms, establishing supporting service frameworks, and building transformation platforms. These measures aim to enhance the
effectiveness of university-based scientific and technological achievement transformation, ensuring its successful implementation.
