A Study on Optimizing Role Positioning and Duty-Performance Safeguard Mechanisms for Counselors in Higher Vocational Colleges within the Framework of "Three-All Education"

Abstract


As a backbone force in ideological and political education, counselors in higher vocational colleges play a decisive role in educational quality through their role positioning and duty-performance effectiveness. Grounded in the core concept of Three-All Education
whole-staff, whole-process, and all-round educationthis study analyzes the multifaceted role connotations of counselors across these three
dimensions and examines practical dilemmas in current role enactment, including unclear positioning, imbalanced competency structures, and
insufficient coordination. From the perspectives of role reconstruction, capacity enhancement, and mechanism innovation, the study proposes
optimization pathways to provide theoretical support and practical references for the professional development of counselor teams and the effective implementation of the Three-All Education system in higher vocational colleges.
