Research on the Performance Evaluation System for the New Dual High Initiative in the Yangtze River Delta: Establishing a Measurement Criterion for Regional Collaborative Innovation

Abstract


With the integrated development of the Yangtze River Delta being elevated to a national strategy, the collaborative innovation be
tween higher education and high-tech industries (hereinafter referred to as "Dual High Collaboration") has emerged as a core engine driving
the development of new productive forces. Aiming at the practical predicaments in the current evaluation of the "New Dual High" initiative,
including inadequate regional collaboration, weak industrial coupling, and the lack of dynamic monitoring mechanisms, this paper constructs
a five-dimensional performance evaluation system under the guidance of the new development philosophy. The system takes strategic service
capability, collaborative symbiosis capability, innovation origination capability, outstanding contribution capability and sustainable develop
ment capability as its first-level indicators. The design of the system emphasizes the equal emphasis on process and outcome evaluation, and
the integration of regional common development and individualized development characteristics. It also innovatively introduces the methods
of value-added evaluation and digital profiling. Furthermore, this paper proposes the "Yangtze River Delta Solution" for the implementation
of this system, which includes establishing a three-level linkage organizational guarantee mechanism, constructing a dynamic data monitoring
platform, improving the result application mechanism, and innovating the regional collaboration mode. The research is intended to provide a
scientific measurement criterion and systematic practical paths for the high-quality integrated development of regional education, science and
technology, and talent resources.
