Research on the Enhancement of Data Literacy and Decision Optimization of School Administrators in the Process of Educational Evaluation Reform
Abstract
policy frameworks of "Education Informatization 2.0" and the "Comprehensive Plan for Deepening Educational Evaluation Reform in the
New Era, " this study systematically examines the conceptual structure of school administrators 'data literacy and its empowerment mechanisms in management decision-making. Research indicates that traditional experience-driven management models face structural challenges
such as "data silos" and "evaluation lag." Enhancing administrators' data awareness, analytical capabilities, and ethical standards represents
the essential pathway to transitioning from "management" to "governance." The study establishes a collaborative innovation framework of
"evaluation-driven initiativescompetency-based supporttechnology-enabled empowerment, " and proposes practical pathways through
empirical research that include indicator system restructuring, intelligent platform development, and decision-making culture transformation.
