From "Experience Transmission" to "Immersive Experience": The Shift and Practice of Immersive Case-Based Teaching in Public Administration Courses

Abstract


This paper addresses the limitations of traditional experience-based teaching in public administration courses and explores the shift
toward and implementation of an immersive case-based teaching model. Traditional teaching suffers from a disconnect between theory and
practice and a lack of student subjectivity, making it difficult to cultivate students' ability to respond to complex governance scenarios. Taking
Public Crisis Management course as an example, this study constructs a scenario framework for immersive case-based teaching. Through specific teaching practice cases, it elaborates in detail on the teaching objectives, immersive scenario design, role assignments, and the teaching
implementation process. Finally, it offers optimization suggestions from three perspectives: class-driven, practice promotion, and boundary
expansion, providing a feasible pathway for the teaching reform of public administration courses.
