The Impact of Transformational Leadership and Learning Organizations on the Adoption of Comprehensive Quality Management in Vocational Institutions in China

Abstract


The adoption of Comprehensive Quality Management (TQM) in China's vocational schools is a priority for improving education
and meeting labor market demands. However, little is known about how transformational leadership and learning organization characteristics affect TQM adoption in this context. The combined effects of transformational leadership and learning organizations on TQM adoption
in Chinese vocational colleges are examined in this study. The quantitative, cross-sectional study is based on Bass's transformational leadership theory and Senge's learning organization framework. A random sample of 397 administrators and faculty from Shandong Province
vocational schools in China completed a custom questionnaire. The hypothesized relationships were tested using descriptive statistics, correlation, and multiple regression. Results show that transformational leadership and learning organization characteristics positively impact
TQM adoption. Transformational leadership and learning organizations together influence TQM adoption more than either alone. These
findings demonstrate the need for transformational leadership and learning organization capabilities to implement TQM in Chinese vocational education.
